HISTORY

Tamil Nadu Prisoners Welfare Council (TNPWC), was originally initiated as the Madras Discharged Prisoners Aid Society by Major Cameron, I.M.S., then Inspector General of Prisons, Madras Presidency. The inaugural public meeting held at Memorial Hall, Madras, marked the establishment of this unique welfare organization.

The Company was formally registered as a non-profit entity under the Indian Companies Act, 1913, on 11th July 1921. Since its inception, the Company’s primary goal has been to provide assistance, rehabilitation, and reintegration support to individuals released from prisons, enabling them to lead socially and economically stable lives.

Over the decades, the Company has consistently maintained its public-service orientation and is now registered as a Section 8 Company under the Companies Act, 2013.

The Headquarters serves as the central coordinating office for all administrative functions, programme planning, monitoring, and liaison with government departments, mental health establishments, NGOs, and other stakeholders involved in prisoner rehabilitation and reintegration.

To reclaim habitual offenders and promote law-abiding behaviour.

Assistance

To offer necessary help to released prisoners without discrimination

PREVENTION

To prevent casual and juvenile offenders from developing into habitual criminals.

PROMOTE

To promote legal reforms favoring non-custodial alternatives.

FUNDING

To raise funds and carry out activities conducive to the above.

To provide vocational, educational, legal, psychological, and employment assistance.
